Supervision consultants will be engaged to produce supporting agro-industrial zone policies & institutional developments
The FCT Special Agro-Industrial Processing Zone (SAPZ) will provide strong support for the development of enabling climate-adapted infrastructure that ensures sustainability, resilience, and long-term viability of agro-industrial hubs. This includes the construction of eco-friendly processing plants, warehouses, and farm-to-market access roads using durable, energy-efficient materials, alongside the integration of renewable energy solutions such as solar and bioenergy. Modern irrigation and water management systems will be established to optimize usage and guarantee year-round agricultural productivity, while logistics and transport networks will be designed to remain operational despite climate-related disruptions. Waste-to-energy initiatives and circular economy practices will be promoted to minimize post-harvest losses, with smart technologies deployed for weather monitoring, soil analysis, and climate data integration. In addition, capacity-building programs and policy guidelines will ensure that all infrastructure developed under the SAPZ adheres to climate adaptation and sustainability standards.
To complement these efforts, supervision consultants will be engaged to produce supporting agro-industrial zone policies and institutional developments. Their role will include formulating policies aligned with national agricultural transformation strategies and FCT’s economic diversification agenda, while harmonizing them with existing food security and land-use regulations. Institutional frameworks will be strengthened by establishing dedicated SAPZ management authorities and clarifying roles among public agencies, private investors, and community stakeholders. Consultants will also design governance and regulatory models that safeguard environmental standards, land tenure systems, and labor conditions, while introducing incentives that attract both local and international investments. Furthermore, capacity-building initiatives will be implemented for policymakers and institutions to effectively manage the hubs, and robust monitoring and evaluation frameworks will be established to track performance, compliance, and impact. Through these measures, the SAPZ will not only provide modern infrastructure but also create a sustainable ecosystem governed by sound policies, effective institutions, and inclusive participation across the agro-industrial value chain.
