The Federal Government of Nigeria/FCT Administration has received financing from the Islamic Development Bank toward the cost of the FCT Special Agro-Industrial Processing Zone (SAPZ), and intends to apply part of the proceeds for:

  1. LOT 1: Construction of 1.4KM Road Works and Building/Infrastructure for the Agricultural Transformation Centre (ATC) At Paiko-Kore Grazing Reserve;
  2. LOT 2: Rehabilitation of Dam (Irrigation Infrastructure) Agricultural Transformation Centre (ATC) At Paiko-Kore Grazing Reserve.

The FCT Administration through the FCT-SAPZ now invites sealed bids from eligible bidders for the:

  1. LOT 1: Construction of 1.4KM Road Works and Building/Infrastructure for the Agricultural Transformation Centre (ATC) At Paiko-Kore Grazing Reserve;
  2. LOT 2: Rehabilitation of Dam (Irrigation Infrastructure) Agricultural Transformation Centre (ATC) At Paiko-Kore Grazing Reserve.

   The Scope of Works includes but not limited to the following:

1.4km Road Works and Buildings/Infrastructure

A. Site Clerance & Earthworks;
B. Surface Water Drainage and Culverts;
C.   Road Works;
D.  Construction of Service Centre,
E.   Construction of Processing Centre,
F.   Construction of Truck Parking,
G.  Construction of Water Facility,
H.   Construction of Power Facility,
I.    Construction of Storage Warehouse,
J.    Construction of Cold Storage,
K.   Construction of Solid Waste Management Plant,
L.    Construction of Security Outpost,
M.   Construction of Fire Station,
N.   Construction of Admin Block,
O.   Construction of Health/Veterinary Centre,
P.    Construction of Market,
Q.   Construction of QA & QC Lab,
R.   Construction of Quarantine Zone.

S.  Confirmatory Site Investigation

Rehabilitation of Dam (Irrigation Infrastructure)

a. Site clearance, earthworks and anchor blocks;

b. Construction of pump house with sump;

c. Provision of pumps, pipes, valves and fittings;

d. Provision of intake structures (escape – submerged sliding gate with frame);

e. Construction of surface tank and tertiary canals offtakes to field canal;

f. Electro-mechanical works on pump station.

  1. The expected completion periods of the Constructions are12 months for LOT 1- and 8-Months for LOT 2.
  1. Bidding will be conducted through the National Competitive Bidding (NCB) procedures as specified in IsDB’s Guidelines: Procurement of Goods, Works and related services under Islamic Development Bank Project Financing (April 2019, revised in February 2023) (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to 1.9.1-1.9.4 paragraphs of the Procurement Policy of the Procurement Guidelines setting forth IsDB’s policy on conflict of interest.
  1. Interested eligible bidders may obtain further information from and inspect the bidding documents from Head, Procurement FCT-SAPZ Unit at the address below during office hours, between the hour of from 9:00 a.m. to 4:00 p.m. (local time) on official working days (Monday-Friday)
  1. A complete set of bidding documents in English language may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of One Hundred and fifty Thousand Naira (NGN150,000.00) only, with evidence of payments to the bank with Details provided below.

  1. All bids must be accompanied by a Bid Security of not less than NGN54,000,000.00 for LOT 1 and NGN24,000,000.00 for LOT 2 and to be submitted to the address below on or before 11: 00 a.m. (local time) on Thursday, 9th April 2026 (four (4) weeks from the date of Advert) physically or by courier. Electronic bidding will not be permitted. Bids will be publicly opened immediately thereafter, in the presence of bidders’ representatives, who choose to attend, at the address below at immediately after the close of bids. Late bids will be rejected and returned unopened.
